My 5-Step Plan to Make Homeownership Attainable Again

For too many families, homeownership feels out of reach — even for people doing everything right.

That’s not an accident. Washington has spent years protecting hedge funds, foreign buyers, and endless bureaucracy instead of families trying to build a future.

It doesn’t have to be this way. Here’s my straightforward plan to fix it.

1. Make Your Mortgage Rate Transferable
Families shouldn’t be trapped in homes that no longer fit their lives. I support making existing mortgage rates transferable, so when you move, you keep the rate you earned instead of being forced into today’s higher rates.

2. Level the Playing Field for Homebuyers
Large corporate investors and foreign buyers are buying up multiple homes and driving up prices. I support increasing costs and restrictions on investors purchasing three or more homes — and using those funds to create a First Keys Fund that helps local, first-time buyers compete. 

3. Expand Down-Payment Assistance
The biggest barrier to homeownership isn’t the monthly payment — it’s the down payment. I support expanding down-payment assistance so working families can finally get their foot in the door.

4. Reform Capital Gains Taxes for Homeowners
Families shouldn’t be punished with massive tax bills just for selling a home and moving. I support reforming capital gains taxes on owner-occupied homes so families can move, grow, and adjust as life changes.

5. Fix a Broken Permitting System
Housing projects shouldn’t be delayed for years by red tape. I support firm time limits on the permitting process so housing gets built faster — and at lower cost.

Thinking Long-Term: Legacy Housing Accounts

Families can already save tax-free for college through 529 plans. I want to expand that idea to housing.

 Under this plan:

  • Families can save tax-free for a future home or down payment

  • Unused 529 education funds could roll into a housing account when a child turns 30

  • Parents — not politicians — control the savings

This plan is simple: stop protecting special interests and start standing up for families.

If you work hard, you should be able to afford a place to call home.
